It is reported that the Ministry of Environmental Protection recently launched the preparation of the “Plastic Packaging System for Environmental Labeling Products Technical Requirements”. This also indicates that the new package will soon be introduced.

In order to implement the "Environmental Protection Law of the People's Republic of China", the Ministry of Environmental Protection of the People's Republic of China recently launched the preparation of the "Plastic Packaging System for Technical Requirements for Environmental Labeling Products." The new standard is formulated by the Department of Science and Technology Standards of the Ministry of Environmental Protection and is applicable to the certification of China's environmental labeling products. At present, the draft for relevant opinions has been completed.

The new standard sets requirements on the raw materials, production process, degradation performance, bio-carbon content, printing, labeling, and storage of plastic packaging products. Specifically, the name of the original standard is defined as “packaged products”, and as plastic packaging occupies an increasingly important position in the packaging industry, the new standard intends to designate the name as “plastic packaging products”, which will be locked in scope. Plastic packaging categories, and the scope of plastic packaging products are stipulated: Suitable for films, bags and packaging containers made of plastic as the main material.

The new standard no longer rigidly requires that "the percentage of the quality of the recovered waste material in the product raw materials must be greater than 60% of the quality of the product," and stipulates that "the bio-carbon content of non-degradable plastics should be 20% larger"; at the same time, the new standard strengthens the encouragement Use of bio-based plastics and degradable plastics.

Compared with the old version of "Environmental Marking Products Technical Requirements Packaging Products" (HJ/T209-2005), the major changes in the new standard include:

Adjusted the standard name and scope of application;

Increased raw material and production process requirements;

Adjusted degradation product degradation requirements;

Deleted the original easy-to-recover type packaging;

Increased biological substrate content and incineration requirements for non-degradable products;

Increase the requirements for heavy metals in products;

Adjusted product identification and storage requirements.

Specific technical content includes:

5.1 Requirements for Raw Materials and Production Processes

5.1.1 Do not use thermosetting plastics and foamed plastics as raw materials.

5.1.2 No azo dyes are used in the production process.

5.1.3 The phthalate plasticizers specified in GB/T 21928-2008 are not added during the production process.

5.1.4 The product gravure printing process should meet the requirements of HJ2539.

5.2 Product Requirements

5.2.1 The four heavy metals, lead, cadmium, mercury, hexavalent chromium and their compounds, polybrominated biphenyls, polybrominated diphenyl ether, and solvent residues in the product shall meet the requirements of GB/T 10004.

5.2.2 Degradable plastic packaging should meet the requirements of degradation performance in GB/T20197-2006.

5.2.3 The bio-carbon content of non-degradable plastic packaging should be greater than 20%, and the emission of harmful substances in waste gas during incineration should meet the requirements of 5.2.8 in QB/T4012-2010.

5.2.4 The content of vinyl chloride monomer in polyvinyl chloride (PVC) products shall meet the requirements of GB9681. The content of styrene monomer in polystyrene products shall meet the requirements of GB9692.
