It is understood that under the coordination of the Tianjin Branch of the People's Bank of China, Tianjin City Card Co., Ltd. has cooperated with relevant financial institutions to expand the application of financial IC cards in Tianjin, and plans to use the time of two years to realize financial IC cards in public transportation. The micro-payment areas such as subway, light rail and rental are fully applied.
The newly issued Jinsui IC card of the Agricultural Bank of China Tianjin Branch is a dual-interface financial IC card, which includes two electronic cash chips, contact and non-contact. The city card car machine can accept non-contact electronic cash card consumption. The public can apply for the card at any ABC outlet with their valid ID.
At present, Tianjin City Card Co., Ltd. is working closely with relevant units to carry out the transformation of terminal equipment in the field of public transportation and subway. The initial plan to renovate the terminal equipment is 10,000 units, which is expected to be completed within two to three months. At that time, citizens can use the IC card issued by the bank to pick up the bus at the bus or subway station. The opening of the Tianjin City Card System has covered all the bus, subway, light rail, rental, tap water, gas and other small-scale consumer industries within the administrative division of Tianjin. These application fields are expected to open to financial IC cards in the future.
It is also known that the financial IC card uses the chip card as the carrier, which is faster and safer than the traditional magnetic stripe card. On March 31 this year, the People's Bank of China issued the "Opinions on Promoting the Application of Financial IC Cards", demanding that the process of bank card chip formation be accelerated, and that the application of incrementally issued bank cards based on financial IC cards should be formed. Since January 1, 2015, in the economically developed regions and key cooperative industries, the bank cards issued by commercial banks with RMB settlement accounts should be financial IC cards, marking the era of rapid development of financial IC cards. The financial IC card has now issued more than 18 million cards in China, and the number of terminals that can accept financial IC cards has exceeded 3 million in China.
At present, banks in Tianjin, such as ICBC, Agricultural Bank, Bank of China, Bank of Communications, China Everbright, and CITIC, have the conditions for issuing financial IC cards. China UnionPay Tianjin Branch is also actively cooperating with all relevant financial units to improve the POS equipment and ATM equipment, and prepare for the full acceptance of financial IC cards. The transformation of the acceptance terminal of Tianjin contact financial IC card has been basically completed, nearly 4,000 non-contact transformation terminals have been issued, nearly 900,000 IC cards have been issued, and nearly 1.7 million social security IC cards have been issued.
