The government should pay attention to the recycling of waste plastics

Today's recycling of waste plastics has escaped the pure narrow concept of diligence and saving. It has been linked to environmental protection, resource recycling and even the sustainable development strategy of the national economy. It has also become an important new force to promote the healthy and sustainable development of the plastics industry. The enormous economic interests contained in it have caused more attention. However, due to the unsatisfied economic benefits and potential threats to product quality, traditional recycling and reuse makes people continuously seek more favorable recycling and utilization methods. However, the current desire for special government care has become a consensus in the industry.

According to statistics from relevant departments, plastics and packaging wastes in some large and medium-sized cities in China have accounted for 5% to 10% of the total amount of waste, which is close to the level of foreign developed countries. Paper, metal packaging wastes, and plastic bottles in packaging wastes have been extensively and spontaneously recycled, but plastic packaging bags with little recycling value have not been properly recovered, which in turn causes environmental pollution. Over the years, the recycling industry for waste materials has made many contributions to China's economic development. According to statistics from the supply and marketing department, during the 30 years from 1956 to 1985, China collected a total of 186 million tons of waste materials worth RMB 37.3 billion. According to the investigation and estimation by the national authoritative department, in 1995, the national recycling industry recovered a total value of 3 billion yuan, and the total amount recovered was 18.645 million tons. China's renewable resources industry has grown from small to large, forming a reclaimed processing and production management system.
Although the recycling industry continues to grow, it is also constrained by many factors. It is reported that in the 1970s and 1980s, taxation and exemption were granted based on different conditions in the country’s taxation policy, which made the industry develop rapidly. After the reform of the tax system in 1993, after adopting the method of collecting the value-added tax first and returning it, the waste materials recycling industry was under great pressure. In 1996, the state imposed a levy of 100 to 70 for the recycling enterprises of renewable resources, but due to the policy The implementation is not in place, and some local taxation departments refuse to implement it and will simply fail to return, affecting the operation of the industry.
Industry sources pointed out that, first of all, the state should proceed from actual conditions, formulate plastic packaging bags and other waste management regulations, carry out trials of producer responsibility systems, and make waste recycling work in an orderly manner; second, on domestic prices and taxes and other factors The purchase price of waste materials should be appropriately increased, and preferential tax policies for the recycling of used materials should be formulated, including the minimum recovery of the oldest waste materials in the past. All localities should discuss different price hikes for various types of waste materials in accordance with local conditions. Third, the original material and supply and marketing two major waste recycling systems should be merged into a main channel of the supply and marketing cooperative system. At present, there are at least 20 million people engaged in the acquisition of individual waste products throughout the country. Regulating and managing this team is also a priority for recycling. Fourth, learning about the successful reuse of waste materials abroad, especially the compulsory recovery of toxic and hazardous waste materials. The state, collectives, and individuals do a good job in the recycling of waste materials such as plastics, which is also an important issue that can guarantee the safety of China’s resources.
