Environmental Protection Agency and Association Arguing for Home Improvement Radiation: How to Calculate Radiation Detection Standards

According to the "News Morning News" report, recently, "the city's home improvement low radiation compliance rate is less than 10%" news caused widespread public concern. As the supervision and management department of the city's radioactive pollution, the Municipal Environmental Protection Bureau said that the conclusions on which this conclusion is based are wrong and therefore unscientific. The spot check results of the quality supervision department of this Municipality show that only 109 batches of natural stone sampled in 2010-2011 did not meet the requirements of the specified radionuclide limit standard. Since there is no national standard for indoor decoration radiation dose, there are standards for indoor radioactive gas concentration. The relevant departments suggest that citizens who have doubts about radiation may entrust a qualified institution to measure the concentration of radioactive gas in the room.

Granite radiation sampling failure rate is low

"Without standards, there is no way to 'exceed the standard' or 'reach the standard'. The Shanghai Environmental Protection Industry Association recently made a survey on home improvement radiation. The relevant person from the Municipal Environmental Protection Bureau said that the association is not a subsidiary of the Environmental Protection Agency, and the “standard compliance rate” is incorrect. It is called the main source of radiation in the home improvement. Some building materials, the radiation produced by itself is natural radiation, and there is no need to worry too much. The fact that the radiation level of products in the current building materials market is mixed is not the case.

According to Zhou Yitian, the supervision department of the Municipal Bureau of Quality and Technical Supervision, in addition to granite and porcelain bricks, the national standards do not require radioactivity for other marble and sanitary products, nor do they require mandatory certification. Therefore, in the city's spot checks on construction and decoration materials, the radioactivity of granite and porcelain tiles is mainly measured. In 2010-2011, a total of 109 batches of natural stone products were sampled, and 5 batches of granite products did not meet the requirements of the specified radionuclide limit standards. The Municipal Quality Supervision Bureau issued an announcement on these radionuclide-limited products, and urged the enterprises to carry out rectification.

Zhou Yitian also said that the previous sampling results of the quality supervision department showed that the radionuclide is generally rare in both natural marble and artificial marble.

Choose building materials, please look for Class A products

In order to avoid the radiation effects caused by home decoration, Zhou Yitian suggested that when selecting and selecting building materials, the public should try their best to require the sales unit to provide a test report in line with the National Standard for Radionuclide Limits of Building Materials (GB6566-2010). The “CMA (China Metrology Certification)” mark on the report. China's stone is divided into three categories A, B, and C according to the level of radioactivity. Only Class A can be used for interior decoration. Therefore, construction materials marked as Class A should be selected for the test report.

For the renovated home, if the radiation dose is suspected to be high, the radiation detection project can be entrusted to measure the indoor radon concentration through the metrological certification body. Chen Jiliang, deputy director of the Radiation Safety Management Office of the Municipal Environmental Protection Bureau, said that after the radionuclide decays, it is finally inhaled by the human body through the gas. Therefore, the most harmful to the human body is the radioactive gas. The Indoor Air Quality Standard (GB/T18883-2002) stipulates that the annual average concentration of radon in indoor air is 400 Bq/m3. If the limit is exceeded, measures such as replacing some building materials and strengthening indoor ventilation may be adopted to reduce the radiation effect. The measurement certification of the testing organization is issued by the State Quality Supervision Bureau and the Shanghai Quality Supervision Bureau. The public can check whether the entrusted institution has relevant qualifications.

City Environmental Protection Agency and Environmental Protection Industry Association

â–  Is there a standard to measure the radiation level of the home environment?

Municipal Environmental Protection Bureau: The ambient radiation background level of this city refers to the radiation dose level in the wilderness. The radiation level measured in the building, on the basis of the background level, includes the dose level of the building and the decoration materials around the room, so the measured value is naturally higher than the outdoor, which is normal.

The city's environmental radiation background level is not a criterion for whether the radiation exceeds the standard, so it cannot be said that it is dangerous to exceed this value. Professor Wu Jinhai from the Institute of Radiation Medicine of Fudan University also believes that there is no national standard for indoor decoration radiation dose. There is no standard, so it is impossible to say "reaching the standard" or "exceeding the standard".

Environmental Industry Association: In China, there are actually three standards for environmental radiation, including standards for radon, standards for building materials, and standards for public health. The "health standard" mentioned here is based on the national standard GB18871-2002 "Basic Standard for Ionizing Radiation Protection and Radiation Source Safety" introduced by China in 2002, that is, the average annual effective radiation received by the public every year. The dose should not exceed 1000 μSv (microsievert). Although the standard is not directly directed at the home environment, its substance has been included.

■ How should the 1000μSv/year standard be calculated?

Municipal Environmental Protection Bureau: The average annual effective radiation dose referenced by the environmental protection association should not exceed 1000μSv (micro-siver), which is the national standard for the human body. This dose limit does not include medical exposure and natural source exposure, while home decorating radiation is a natural source of illumination. The detection therefore confuses the concept with the application of the standard.

Environmental Protection Industry Association: According to the national standard GB18871-2002 "Basic Standards for Protection of Ionizing Radiation and Radiation Sources", 1000μSv (microsievert) / year is the dose limit for public exposure. As for special populations, such as condolences and visitors in hospitals, apprentices who are involved in radiation exposure, and students who need to use radioactive sources during their studies, there are different dose standards.

For the publicly acceptable 1000 μSv/year dose standard, it should be understood to include the radiation dose produced by indoor building materials.

â–  Is the home self-test instrument standardized?

Municipal Environmental Protection Bureau: The measurement of the environmental background must be carried out according to the prescribed method, using instruments that have passed the qualification of the metrological department, and obtained through standard calculations. And the monitoring data must be given by the agency that passed the metrology certification. Therefore, “rental services” and “self-service monitoring” are not in compliance with national standards.

Environmental Protection Industry Association: The “Shenzhen Home Improvement Monitor” promoted to the home is produced by Shanghai Shenzheng Electronic Instrument Co., Ltd. (formerly China Nuclear Industry 263 Factory), and is marked with a measurement batch number. With this batch number, consumers can check online whether they are certified products. As for the accuracy of the monitor, it has been reminded when it is provided to consumers: the precision can not be compared with the professional instruments used in engineering, but it can also be measured by the method of “reading the average value of 10 times”. More accurate radiation level values are obtained.
